TBL brothers and sisters, it deeply saddens me to inform you that our TBL Founder Rico passed at noon on December 20th, peacefully with Angie and his family by his side. He is now in the hands of the Lord and our angel to watch over us. Please pray for comfort and peace for the family.
Retired Sergeant Richard ”Rico” C. Garcia passed away on Friday, December 20, 2024, at the age of 70. He is preceded in death by his cousin, Police Officer Michael P. Roman, who was Killed in the Line of Duty on January 6, 1994, and his cousin Retired Senior Police Officer Armando M. Ordaz, who passed away on October 19, 2023. He is survived by his wife, Mrs. Angie Garcia. He is the brother of Lieutenant Jose Garcia, Jr., assigned to the Property and Financial Crimes Division, of Retired Senior Police Officer David C. Garcia, who rejoined the department as an EPRO Temp on January 15, 2024, assigned to the Victims Services Division, and of Retired Senior Police Officer Steven M. Garcia, who retired on September 8, 2018; and cousin of Senior Police Officer Richard T. Razo, Jr., assigned to the Airport IAH Division. Sergeant ”Rico” Garcia was a Veteran of the United States Marine Corps. He joined the Houston Police Department on November 11, 1974, Academy Class #67. During his tenure with the department, he was assigned to the Central, Homicide, Southwest, Internal Affairs, and Narcotics Divisions. Sergeant Garcia retired on May 29, 2010.
